19 & 20 JUN | 2ª Conferência Internacional “Europe as a Global Actor”

Mais de três dezenas de comunicações vindas de universidades de todo o mundo – da Alemanha à Ìndia ou da Itália à Turquia – vão analisar durante dois dias no ISCTE o atual momento da União Europeia e a forma como esta se pode afirmar como um ator global, nomeadamente em questões de segurança.

“A viabilidade do próprio projeto europeu face ao populismo e aos nacionalismos internos, a crise dos refugiados, o combate ao terrorismo e o papel da Europa como ator de segurança e as relações cada vez mais sensíveis com a Rússia ou com os Estados Unidos da América, serão temas centrais que vão atravessar os debates”, afirma Luís Nuno Rodrigues, diretor do Centro de Estudos Internacionais do ISCTE e um dos coordenadores desta conferência.

A conferência, de entrada livre, contará com convidados estrangeiros de renome, como o belga Sven Biscop, do Egmont Royal Institute for International Relations – um importante “think tank” em matérias de Defesa e Segurança com muita influência em Bruxelas. Biscop falará sobre a posição da União Europeia no mundo globalizado, sendo conhecida a sua posição de que a Europa deverá investir muito mais para se tornar um efetivo ator de segurança em todos os continentes. Noutro painel falará o francês Pierre Vimont, ex-secretário-geral Executivo dos serviços diplomáticos da Comissão Europeia, sobre os dilemas que se apresentam hoje à Europa acerca do seu futuro, do seu papel no mundo e – sobretudo – da sua identidade. Marina Costa Lobo, investigadora do ICS-UL e Rui Tavares, do CEI-IUL serão os outros participantes nesta mesa-redonda. Logo na abertura, dia 19 às 10:30, decorrerá uma sessão para a qual foram convidados eurodeputados de todos os partidos políticos portugueses, com o objectivo de discutir o posicionamento de Portugal na Europa e a intervenção dos governos portugueses nos últimos anos face às principais questões que se colocam à União Europeia.

“A grande riqueza desta conferência serão, contudo, as várias dezenas de  comunicações de investigadores de universidades de todo o mundo que se candidataram a vir ao ISCTE apresentar os seus trabalhos mais recentes sobre a Europa”, afirma Luís Nuno Rodrigues. “É investigação de ponta, com enorme qualidade, que traz perspetivas muito inovadoras da investigação académica em países como a Alemanha, a Itália, a Turquia ou a Índia”. O impacto da crise dos refugiados na União Europeia, o nacionalismo e os fenómenos populistas na Europa, as oportunidades que se abrem para a afirmação da Europa como um ator de segurança global são alguns dos temas mais presentes nestas comunicações que vão ser apresentadas ao longo dos dois dias da conferência. A comissão científica do evento foi, no entanto, surpreendida com um número muito considerável de comunicações sobre as relações entre a União Europeia e a Rússia: o apoio do Presidente Putin a partidos de extrema-direita na Europa, o papel dos média na Rússia ou a questão energética, são alguns dos temas abordados.
